When you get, say, Grey Delisle, or Nolan North, who are famous VAs, you're getting a good performance. Regardless if you feel that Nolan North is playing Nolan North, the performance works. Martin Sheen was the Illusive Man in Mass Effect, great performer. He could bullshit his way out of the worst fucking line ever written on paper, because he was that good. You might not realize it, but they do a lot more heavy lifting than you think. And there are great VAs out there that do work that seasoned actors don't because VA is its own beast, figuratively. But, it also needs to be said that a good actor doesn't always mean a good VA performance. If and when you can get it though, it's worth the price.
how the fuck was rockstar able to hire so many a-list actors back in III/Vice City/San Andreas days? SA pulled Samuel L. Jackson and James Woods ffs.though they dialed it back with the HD universe, though they still hired some actors who were in the sopranos to do voice acting in GTA IV, like that russian dude from the pine barrens episode to voice Bulgarin one of the major antagonists of that game.
They bloat the fuck out of the budget and outside of an "oh cool that's x actor" it rarely does anything for the game. There are a handful of actors who are an exception like Michael Ironside as Sam Fisher or Ray Liotta in Vice City, but other than that no.
