The problem with the base expansion was that there was a massive content lull and Gordias nearly killed the game, followed by 3.1 being a dud patch and Diadem flopping massively. A lot of the older worldbuilding questlines like the class quests are also a lot of fun. After Endwalker it takes a downturn and if you are only interested in the story, quit after 6.1. Currently, the raiding scene is incredibly hostile and newbies have very little chance of taking part unless you have networked and found a good FC/friends during your journey. A cloud-native MMO would not have those restrictions. Upgrades could be done seamlessly (no maintenance period, or at least a very short one). During expac or patch release they could buy extra server capacity to handle all the players, then scale down during lulls to save money. It would be really easy to set up servers in new regions, or even move existing ones if, suppose, purely hypothetically, third-party infrastructure was getting DDOSed making certain network routes unreliable.

If this is what's being referred to, it doesn't say anything about cross-DC PF. It's specifically about matching, what PVP (and Duty Finder) do, where you just queue up for something and then get teleported into a duty with randos. So they're saying they'll start with PVP and then extend to other content, but that other content will still just be matched content, aka Duty Finder (which would help stuff like Dynamis not being able to fill alliance raid queues, etc).
