Apply softly with low pressure, erase a bit some edges with a soft brush, blur a bit here and there, and vary the brush size a bit while you apply it so it doesn't comes out like an homogeneous pattern. Maybe use the airbrush too here and there just slightly to increase the cloudy/foggy effect where it clumps. And that's it.Other people probably do it differently, but that's what works for me.
