It's just that Sequin Land has grown so much that now, there are more towns than wandering half-genies and so most towns don't have one. It's kind of implied that there are still more half-genies running around, they're just under the control and protection of the Sultaness.All the full genies are depowered and sealed away, so they aren't producing any more half-genies. I think most are Shantae's age so no clue if the second generation would also be half-genies or something different.

HGH was very linear with its stages, and even with them being a bit more open to explore than most strict platformers, each stage being a straight line where you finish at the boss was kind of disappointing. It's hard to recommend it, since it's not big on exploring and so not a good recommendation for people who like Shantae games, but it's also not a great challenging platformer like Mega Man, or Mario, or Super Meat Boy, or whatever platformer you have in mind. So it ends up as the "it's an okay game if you've enjoyed the others" kind of situation.
