I think DiMA is super cool and the main plot of Far Harbor is by far the best part of Fallout 4 thanks to him

I don't know if you played the game recently, but the Boston area actually does feel like that. Doesn't look that bad because they made everything colorful, but walking from Diamond City's entrance towards The Combat Zone is always full of different raider groups, super mutants, and those gamma guys that use the really shitty radiation weapons that don't do any damage. Of course 70% of the map is out in the sticks so maybe it doesn't feel that way to you.

But even other people on the surface like Nick Valenti point out the people of the surface blame the Institute for every leaky faucet. In the Institute itself there's hold holotapes you can find that state the CPG was falling apart before the Institute even got involved, and that the Institute spent 4 years trying to help the people of the surface keep it together.

Its exactly like the Battle of Red Mountain situation from Morrowind, there are multiple conflicting accounts with no clear answer on which one is right. All sides just blame each other.

He is horribly retarded by mentioning that bodyswapping Far Harbor's mayor was awful then immediately suggesting to do it again. But he has a good point. By replacing people with robot dopplegangers you can save a lot of lives by sacrificing very few dudes. In that case it was a crazy cultist guy who wasn't too sympathetic in the first place. But you end up controlling people from the shadows.
If the Institute in the base game had the same motivation switching people that would have made them way more sympathetic, but still sort of evil.

While I'm at it I might as well ask for what I should do for balance since I'm still undecided on that. Should I go for weapon realism or balance things out for the sake of gameplay?
E.g. I created a .22LR Micro Uzi to go in the early game on pair with the 9mm one. If I give if a realistic lower ROF like .22 should it loses all reason to exist after 9mm is available, but on the other hand if I give the .22 one a faster fire rate to compensate, then my autism starts screaming at me because that's not how it should work IRL

It's a tough question. In isolation, my preference is realism as rifles being weaker than pistols is infuriating, and semi gaining triple or more damage over full auto makes me nuclear.
With the existence of simple damage mods and perks to further your damage, I'd stick with the existing vidya balance paradigm to keep your scope in check.

Honestly one idea I'm having is work based on realism but exaggerate the benefits of a given weapon class, like giving stupid fast ADS and recoil recovery speed for pistols because of weight, damage increase for revolvers over pistols for no reciprocating slide/no energy loss, or make low power calibers have near-zero recoil while high power ones turn into anti-air at full auto.
