Yakuza Kiwami 1 Kiryu looked distinctly and undeniably Japanese. The Dragon Engine Kiryu has this uncanny, ambiguous pan-Asian look to him.

I don't know which game started it, but at some point they kept making Kiryu more and more "softer."

In the original version of Yakuza 1 during one of the substories, the player had the option of ignoring a women who was being harassed she's acting, but at that point, both Kiryu and the player don't know that. In Kiwami 1, there is no option; he always helps her.

At his core, he's too much of an outlier. Ichiban was too cut off from the underworld for twenty long years. Although he made a bit of a name for himself in Y7, he's still not a particularly important guy. He doesn't really symbolize anything, having been out of the game for too long and failing to make any substantial impact on the yakuza world (the dissolution of the Tojo and Omi would have happened with or without him).

With Kiryu, it's not hard to come up with a reason why someone would target him or have a grudge against him. There are a thousand reasons someone would want his involvement in something. With Ichiban, it's a bit harder. He's someone who might be useful to have around, but lacks sufficient weight to be a real lynchpin in anything. He's the kind of hero who gets involved in things by accident, who no one really sees coming, and somehow manages to save the day. More to the point, it's pretty much impossible to top or even match the emotional payoff that happened with Masato. Even if he'd been the one to confront Ebina, he didn't really know Ebina well enough for them to have a meaningful conversation. With Kiryu, their lack of personal ties didn't matter; what was important is what Kiryu and Ebina symbolized, with Kiryu embodying the very "ideals" that Ebina despised, and Ebina being the embodiment of all of Kiryu's mistakes. Kiryu bears a responsibility for Ebina's rage, whereas Ichiban doesn't owe him anything. Even if you changed Ichiban's character so that he gave a shit about blood relations, he wouldn't be able to feel as strongly towards Ebina as he did Masato, because Masato was someone that Ichiban personally knew for years while Ebina was a stranger.

The weakness of Ichiban's character is that there's nothing really tying him down anymore, which means that it's hard to create many emotional payoffs for him. Everyone he loves is either dead or in regular contact with him. Everyone who might hate him is either dead or in jail.

Saejima being a ruthless killer of 25 men was cool, made him an instant threat and him being the tiger to Kiryu's dragon was kino. You can't have the player play as a violent killer yakuza though so they did the rubber bullet stuff. Gang of Dragon is what we need.
