What we are usually talking about when we talk about consciousness though is pretty intrinsically linked with complex thought, we talk about how thoughts influence choices which influence behavior, how sensations influence emotions, how emotions influence reactions, etc. So I think you could attribute a relatively high level of confidence to the idea that conscious experience is dependent on complex thought. And that's something we can measure more objectively, we know that it occurs in brains or brain-like structures and what it looks like to some extent from a physics perspective. The question of whether or not a machine emulation of a brain-like structure would be capable of experiencing consciousness is a much harder one and much closer to the core of the "hard problem" so I'm not sure you could ever answer that.
