The same way they frame CJ for murdering a cop at the beginning of San Andreas, they literally could've just frame Sweet the same exact way. With Sweet locked away for life, the power would have shifted to Smoke and Ryder as OGs anyway. And Smoke could've still dealt his drugs and got his money without getting Sweet's mother killed and without trying to kill his "family". All the other GSF would've fell in line as the Ballas were making a ton of money + had much better weapons and cars because of said drug money. Hell with all the money they were making the shit probably would've ended the gang wars in Los Santos, the drugs already had Ballas working with Grove OGs and Ballas were also working with the Vagos as well. If GSF came into the fold along with Ballas and Vagos there wouldn't have been any gangs to oppose them besides Caesar's Aztecas.
