That role is reserved for antagonists or villainous side characters that the plot can beat you over the head with to show how wrong they are. Modern storytelling is extremely lacking in subtlety, and very heavy handed and clumsy with messaging.

Any story or game that sells you a villain protagonist can't help but redeem the protagonist in some way, and put a spin on it that basically makes him the good guy in the face of a greater evil.
