Two examples, Advance Wars Days of Ruin was officially released in Japan well after it released in the US and Europe. But the game was still written in japanese first and then translated into other languages. You can even access the japanese script from an english rom using cheats. Another instance is Pikmin 3. The endings have japanese text but english voice over. This isn't because the game was written in english first, the writers were japanese, it was just translated, they did the voice over, and then put that into the japanese release. English existing in the japanese release doesn't mean it's not a translation. There could be a version with japanese text which never released officially. Or maybe never made it into the game.
Punch Out Wii had the best approach to "localization" even though it was made by a western studio:Foreign characters spoke their foreign tongues, by foreign voice actors, no subtitles.I wish we got more than just the one game but damn was it a good one.
