Although I guess that's a third person shooter.

I struggle to think of any single player campaign shooters not called cod that have come out recently though, so how could they have cool enemies when they don't exist.

Even with multiplayer games, they don't really focus on factions anymore, it's all single characters and heroes, everyone must look unique.
It works fine for some games, but here it's everywhere, it's like you can't have factions like old games, cod games were interesting in multiplayer because you would play as every factions seeing in the story, with the player character changing their look. So everyone had to look cool-looking by default, players wouldn't like to play a character that doesn't look cool.
