Fallout was always about being an outsider looking in at all the silly factions and ideologies and commenting on them. There was even a cut lgbt "rainbow cult" reference that's still in its game files and there's a whole faction in the game dedicated to making fun of Scientology.

This is just a part of that. Back then, they were like South Park, making light of or commenting on everything that stood out to them. Even depictions of the NCR were presented with corruption and beaurocracy weighing them down.

That aside, socialism also has enforcement policies and those are places where the differences may be more obvious, but conceptually, taking both ideas in as simple and black&white a manner, they're on the same spectrum as communal societies.

In any case every tribe will be different and I can't remember if there was even any detail on what Fallout 2's tribals structured their villages like, other than they had a really weird temple for trials and shamans feature prominently.
