I would consider Expert the actual game considering normal difficulty lacks some items and has dumber enemy AI. Normal mode is there for 10 year old kids who think they're going into a super casual 2D Minecraft.
Master mode is just "Expert but on a higher difficulty" and only has vanity items like pets as additional boss rewards. I would say it's not worth playing if you beat Expert, but if you haven't and you'd like a real challenge then go for Master instead of Expert.

Yes actually, expert is an entirely different game basically, classic mode is the easy mode of terraria, expert is the normal mode and adds a bunch of changes to bosses and enemies
Master mode is expert mode but more hp and damage
