Why don't most games allow their players to upload custom images to use as sprays or decals in-game?

In TF2 if there's a furry edgelord pedophile in your lobby you can just say "hey this guy has a furry edgelord pedophile spray" and start a votekick. If it works it works, if it doesn't you just find a new lobby.If Overwatch or Arc Raiders added decals you have to either suck it up or leave, and probably get penalized for leaving mid-round
