New Vegas is definitely the best 3D Fallout game, I'm not disputing that. However, there's a major plot hole in the game, and that is how forgiving the NCR and Legion are. >nuke the long 15 so nobody from the ncr can ever travel to the mojave>wipe out their biggest outpost on the colorado river>assassinate chief hanlon>trick ncr troopers into an ambush with the faulty intel>kill silus before he talks>kill everyone in mccarran including Hsu after blowing up the monorail>wipe out bitter springs>wipe out mojave outpost>wipe out every ranger stationYou can completely ruin the Mojave Campaign singlehandedly and simply by entering and exiting the Lucky 38, the NCR will give you a full pardon and attempt to recruit you, despite nothing in your history indicating that you would be interested in such a thing. Realistically, I would expect that the moment I entered the embassy, I would be surrounded by rangers and executed on the spot. I would expect it to be a trap, but it isn't. Obviously vice versa for Caesar. There should have been no pardons, Obsidian should have forced players to live with the consequences of their actions.
Furthermore, the way you progress into the second act of the game is not the best written. You can do absolutely nothing and just travel to the Strip, enter the Lucky 38, talk to House for a little bit, don't kill him, and leave, and the NCR already wants to recruit you and treats you like some demigod. Or, you can enter the Tops, talk to Benny for a little bit, let him leave, and then Vulpes will tell you that Caesar wants to have a PERSONAL meeting with you (something he rarely grants, especially to outsiders) despite you having done nothing. Progressing to the second act should have required you to also reach a certain reputation or complete X amount of quests for them. Like after wiping out Forlorn Hope singlehandedly and reaching a liked reputation, Caesar would then request a meeting with you after you leave the Tops.
