Honestly, I'm shitpost theorizing here but I wonder if anime becoming more mainstream and the panty shot focus that started happening in that era is to blame for this. It used to be a little gift for us pervs when we'd get a flash of pantsu in earlier anime. Sure you always had ecchi focused anime, but normal anime you'd get it more often in casual scenes. But eventually we got to the point where you'd have the entire scene focus on it. Anime got popular, prudes caught on and started Attack on Pantsu in every form of media.

There haven't been anime titles getting ESRB-M ratings because of just pantsu. The ESRB is fine giving out Teen ratings to a wide set of anime titles with fanservice including pantsu. While in Japan, CERO has with time bumped up ratings because of such content, and some Japanese publishers making otherwise "clean" titles for lower ratings will remove stuff to maintain the lower rating they were accustomed to.

If anything the ESRB is the one organization that has kind of ignored all the pressure on such content and kept with their rating system as it was.
