You know like any other live service game that isn't a gacha does. Why specifically have the player "roll" for things they want if not because you want to tap into that gambler's brain? There are some pretty elaborate slot machines with complex jackpot mechanics and fancy graphics that make them look more like an arcade than slots. Are those video games? Does gambling being at the core of gachas separates them enough from the rest of the industry to a point we're dealing with something different or is it just another genre? I personally believe it's gambling wrapped in something that looks like a video game to get around regulations and stigma, henceforth not a "real" video game, the same way a fancy modern slot machine with complex mechanics, maybe even using a video game IP, is not an arcade cabinet but slots wrapped in arcade format to make it appear less degenerate.
