CoD's been in decline for quite awhile now. The yearly release schedule is rapidly failing to the constant updating live service battle pass model, but that Space is just dominated a few big players like Fortnite, making it difficult for any new blood to enter without a sufficiently large / well known IP to dress it up. Maybe RPGs if a true breakthrough happens with them.

Just to clarify, I don't consider myself to be a "Call of Duty player", but I was fully convinced that I would actually buy nu-MW2 on launch, but after the beta (and ridiculous regional price), I just didn't bother.

Because they make a shitload of money. CoD players have spoken with their wallets. They want M rated Fortnite and Activision is happy to sell them exactly that. It's a very vocal but very tiny minority of CoD players who hate those skins and Activision is aware of that which is why they are not addressing it.
