This is related to Microsoft having exclusive control over Phantasy Star in the west since it's all on their Azure servers. Sega and competitors were removed control.

Thats exactly why they make file formats copyrighted secrets. PDF solved it somewhat as you can make/read PDFs without windows but a lot is not of it demands excel spreadsheets and similiar crap.Oh and where that failed they also straight up bribed decision makers to use their software. There was a pilot project here to use linux and ms gave decision maker $2m and he went back to okay everyone uses windows.
