An american studio like Insomniac spends $300 million on a mid and short game like Spider-Man 2, meanwhile for that money you can make a game like Witcher 3 or Baldur's Gate 3 in any random european country and you'd still have a ton of money left

Spider-Man 2 was intentionally designed to waste as much of Sony's money as possible. The rights lie with Disney, and they asked for a cut of any material showcasing their IP. Consulting firms were hired even though they could just write a script like they already did. New York was modeled yet again when it was already completed in the first one.
