Does scrap become more plentiful? I'm confused because this Blister Head mechanic doesn't meld into the general game design as well as crimson Heads. RE1 encouraged maximizing routes and slow zombies were more avoidable so you had to kill, and thus burn, fewer enemies. As of where I am, this game has a lot more enemies, while also being less avoidable (more traffic areas, tighter, enemies move faster) while also giving even less Hemolytic injectors than RE1 did kerosene.
