It's the same as with Ganyu and Keka, they are characters prior to their evolved succesors(Ayaka, Wrio, Skirk, Arle, Mav, Clorinde,Varesa etc) there is no point in leveling them up to newer character status when they are still usable. Ganyu and Kek only need updated 5* weapons but they still work as spiral abyss use rates prove over and over.

Does Raiden's burst still have one of the higher instances of single-shot damage? Every time I use her in Imaginarium Theater, she always gets the "highest damage" award, even though I'm pretty sure she's one of my weaker characters at this point.

The other nations either have magic and demigods like liyue + a the mililith, inazuma has raiden, that's it, she alone is strong enough for anyone to reconsider fucking with inazuma, fontaine has technology and sumeru...well sumeru is fucked. Natlan now without thier Ronova powerup are about average I guess.
