Morrowind is a terrible game. It didn't need to go full retard with choices, but the way the entire game is made shows they didn't give a fuck. Every NPC is just a mindless bot that attacks you on sight and there is no reason, no world building except whatever insane shit some crackhead cooked up and put in some book.
That first cave you find is a perfect example of bethesda not giving a shit. There are hostile slavers 2 feet from the town run by imperial soldiers. No one gives a fuck. You enter the cave and mindless NPCs attack you on sight. Entire area serves no purpose whatsoever, they just have a cave full of slaves.
Not even a simple NPC at the entrance of the cave who goes ''Who are you? You've seen too much'' before attacking.
Then you free the slaves. This would be the part where you could report this, maybe a script activates that lets the slaves run out of the cave to give you the feeling that you did something. No, nothing happens. You take off their slave collars and they stand there. And that's the first area in the game you see, they couldn't even put effort at the beginning of the game. The rest of the game is just like that. Random area that makes no sense with random hostile mobs, nothing you do matters, nothing changes. The entire world is 100% static. All NPCs exist in one place and will never move.

The best part is they obviously cared about Seyda Need. It has some of the more interesting quests and mechanics in game that are never replicated anywhere else.

If your world building exists in books and wikipedia pages, it doesn't count. There is no world building you can interact with. You can't find out why there is a slaver cave outside the first town. It's not put there with consideration for world building.
The world is a book disconnected from the game that tells you EPIC tales of gods fighting and sassy characters genociding entire races in holy wars, and then in the game there is a guy in a cave who just attacks you.

The only example I can think of them trying is the stupid Faggoth quest where you actually have to see him hide his gold at a specific place at a specific time. That's the first and only time they used any kind of scripting. Someone had to sit down and actually figure out the logistics of how you would see him at night, they had to give him a torch, place the lighthouse in the right location. If the rest of the game had that kind of care put into it, this would be a good game.
