But the fact is the devs of THIS game have an approach and it does involve characters who are added to the game being integrated clearly into the plot. Even the choice of the two characters added per season have thematic or personal connections drawn between them by the narrative.That doesn't rule out villains, but it does mean they need some extra consideration on how to slot them in. Ultron is still Ultron, an evil asshole, but there's plot reasons established for why he's on the same team as the heroes. I don't think it would be that hard to give Green Goblin a reason to be on their side, for instance, without diluting his character as a nemesis of Spider-Man (off the top of my head, a threat to Oscorp necessitating an unfriendly alliance, something like that). But some would be easier than others.
