Not hard at all, but they'd have to either add a cd drive for authenticity or an ssd to store roms. Both things that would make it even more expensive for very little gain.
If they went with the ssd, they'd either have to sell it with X amount of pre installed games with no option to get more or build and maintain a way to sell additional games/game bundles via psn. Hardly worth it for a niche item like this.
