Gen 1 Crits ignore all stat changes of both Pokemon. And since Crit chance was tied to speed in Gen 1, moves like Slash and Razor Leaf (which had a modified Crit chance) had like 100% to Crit on most Pokemon, making the boost irrelevant. Gen 2 fixed the bug, making Crit work correctly off of your Pokemon's stat changes.

Get a Butterfree and Sleep Powder it. Gen 1 sleep means you don't get the chance to act on the turn you wake up, so Butterfree can just put it back to sleep and let you continue trying to catch it.
Altho really, you can just throw pokeballs at the Abra every encounter and catch it without too much trouble.

Don't ask how to get Mr. Mime in the Gen 1 games.

The highest crit rate in the game is electrode at 27%, it still stings to crit but venusaurs best trait is the combination of sleep powder + SD. I think you're thinking of crit boosted moves like slash and razor leaf (which both Persian and Venusaur utilize well) which do indeed guaranteed crit as long as they don't 1/256 miss
