Literally every single landing zone in the game is the size of Skyrim's map and the average planet is comprised of 5000 of them tiled across the entire surface. And that's just for a single planet. A couple solar systems with a modest 10 terrestrial surfaces each and you're already created a space 100,000 times the size of Skyrim.There is simply no way to create a truly "open world" space game that doesn't rely heavily on procedural generation. There's no other way to accomplish the necessary scale. Procgen is a hard requirement for space games. If you don't like procgen, you don't like space games. The much better line of thought is how Bethesda could have made a more interesting procgen content.

Then touch up the procgenned places by hand so they're a little more unique and differ from each other. When you have Bethesda money and can afford to waste decades between games, it would actually not be a big deal at all to create a very large world with many interesting things to see.
