I think in that case it's just capcom being retarded and fucking up their pc ports. It's the same in SF6 but the warming process doesn't even cover everything it needs to so you get random stutters each patch until you've seen every animation.

It's the obsession with instant loading while in the game and seamlessness.
Rather than loading in assets, shaders do most of the work.
