Genestealers, as others have stated, are the only ones that can do that but it is more like them injecting a tyranid virus into the genetics of their victim species and co-opting their reproductive cycle to produce tyranid halfbreeds.During Rogue Trader era/1st edition of 40k in the 80ies-early 90ies there was one half eldar character but that was more of a result of the early edition weirdness of the setting, before the ideas and lore regarding the various races etc had been solidified. GW has gone out of it's way to basically wholly erase the notion of half-eldar being a thing in 40k since then.
