Why do you need the boulder badge to use flash in RBY? was that part of some older build? you can't get flash until you beat Misty and do the SS Anne and get cut. And the only place you "need" flash is for rock tunnel which is between Cerulean City and Lavender Town. You also can't leave Pewter City without beating Brock (and you can't leave Cerulean without beating Misty). Was there an earlier build where you needed flash to go through Mt. Moon? Mt. Moon is between Pewter and Cerulean City and Flash is on Route 2, between Viridian City and Pewter
