It's a great middle ground between having high enough fidelity to look good on modern high resolution displays, but still had enough limitations to where they still had to make an effort with artstyle to stand out. It also predates the plague of the anti-soul smog.

Games were trying so hard to reach current gen levels of realism but lots of games just had awkward facial expressions and very inconsistent animation quality.
Ambient occlusion and bloom were so shit yet every dev was cumming in their pants adding it to games and shoving it in as much as they could.
Not to mention it was the gen where pc ports were the laziest and most slapdash efforts because console was pretty much dominating the market. And nearly every game on console was 720p with basically no anti aliasing besides fxaa and blurry as fuck textures, pixelated shadows and AWFUL LODs.
If you run farcry 2 or re6 or gta4 at 4k you can see the obvious LOD pop in on every single entity and model.
It was a very shit gen for gaming.

As bad as bloom was, at least when done tastefully and in small amounts could look good. Its main issue was devs using it cover shitty texture work.

Early ambient occlusion was indeed ass, and I don't know how so many devs got memed into it. On consoles especially it never looked realistic, it was like everything had mold growing out of it.

it's either GTA tier open world where only some of the buildings can be entered
or bethslop where you can enter every building except theres only like 6 houses even in the supposedly well developed capital that even has separate districts

Halo-era Bungie must have employed literal wizards, I have absolutely no idea how they managed to make a game that looked like this with big maps and loads of physics objects bouncing around all over the place run so flawlessly on an Xbox 360.
