She's Donovan's traveling companion from Darkstalkers. She always appears alongside him in-game. As for why she's in MSH, it literally was a developer inside joke. Akuma had set the precedent for secret guest characters in COTA, but they only had a tiny bit of space memory left to cram something into for MSH, so they grabbed tiny Anita and her handful of animation frames and shoved her in. They never intended for the public to be able to play as her. The original code to select her in the arcade involved holding down the internal coin switch and such so there's no way you'd come across it in normal play. But somehow the code leaked and players started getting arcade staff to help them select her.
