For the Remake trilogy they opted more to expand upon the lore which meant Midgar played a bigger role in fleshing out Barret and Tifa's stories and avalanche as a whole so it is just a singular game. Rebirth opens up the "open world" part of it.

Purists may be mad, but it was a smart idea given everything that has come out. Remake is great is capturing the Midgar feel of the original. Midgar was a slow burn in the original game so no shit they were going to add more and flesh it out. It's one of the most important pieces and location of the series' history.
