It wasn't like today that everyone is making games, and add that to the fact that 3D graphics were really expensive, there wasn't that much shovelware, compared to older systems, like NES or Genesis. What Sony did was opening the door for American developers and basically allowed them to make whatever they wanted. That's why it was able to compete with Nintendo.

PS1 has a ton of god tier games but it also has a bunch of weak titles that are forgotten for a reason. Plus the low poly can feel off to people who didn't grow up with it or aren't used to it. I say this as someone who regularly replays Playstation vidya.
