actually cheating and saving your game was generally discouraged because some of them can stay permanently on and that can mess up your save file
at the time there wasn't really a comprehensive list of which cheats to avoid saving with so it was better to just avoid doing it altogether
san andreas warned you about saving with cheats on not sure about the others
gta trilogy on consoles were also kind of unstable and had a lot of softlocks and bugs you needed to know about ahead of time to avoid, especially if you had v1 launch copies

even on PC i still didn't use cheats, even without saving, because i learned to play the games the intended way and didn't need to be such a huge bitch like you

I dropped it when I went to do a full play through the other year, because even just driving around became almost impossible late in the game. Enemy gangs just light you the fuck up and I didn’t even have time to bail before the car exploded sometimes. I’m honestly not sure I if the PC version is bugged or the restoration patch broke it or something because it was absolutely ridiculous.

The only gang that'll do that to you is the Mafia after you kill Salvatore, where they have shotguns. Every other gang, even the Cartel who gain AK47s after beating the final mission almost never destroy your car that quick. The only story mission where you go into Mafia territory after they have shotguns is Espresso to Go. There are 2 stalls iirc in St. Marks, and they both can be destroyed from afar by going up thru the beach. Another mission, which isn't a required mission to beat the game is Rigged to Blow, where you use the bomb shop in St. Marks, but again it can be accessed without driving straight thru St. Marks.

So yeah, your problems are literally skill issue related.

It's like this on both PC and Xbox. The Mafia have shotguns which set your car on fire with 1-2 shots, which makes returning to northern Portland a nightmare.
The way GTA 3 handled gangs was completely backwards, you turn almost every gang hostile through missions, punishing you for progressing. Compare to San Andreas where you eventually wipe out the enemy gangs in Los Santos.
