Even back when it was new Bioshock's character models were uncanny valley shit. There's a reason why the game rarely has you actually meet characters not trying to kill you and when you do it's shit like Tenenbaum talking to you from behind a curtain. Half life 2 already did a far better job with characters talking to you.

Where Bioshock excelled was in the setting and level design. Replayed it recently and rapture still feels incredible.

Ryan looked fine, also it helps that his scene is the most important scene in the game.
The devs just didn't put the same quality into npcs you're talking to for a total of 5 minutes, and so they reused reskinned splicer models to those.

For Infinite a lot of work went solely into Elizabeth's model and AI so that she would react to the game world and such.

In my head, she looked more attractive at the time, but I guess it's because the little portraits that pop up are a better representation of what they are supposed to look like and your mind fills the gaps.
Her character model looked better quality in later appearances, but by then she was a frail old woman.

The characters in it always did look pretty wonky but at the same time it fit the theme of them all being spliced up and so have fucked up DNA.
