I just looked it up and some swat teams etc in the 90s did wear dark blue so it was not actually super out of line. This lighter blue on Leon is neither the dark navy or sky blue cops actually wear, but I think probably supposed to be darker but lightened so the player can easily see him on-screen in dim rooms.
