It is. That's why it always happened with strategy games. Either they were made with many factions, but mostly reskined ones (AoE, Civ) or had from 2 to 4 actually unique ones (War/Starcraft, DoW, Company of Heroes, Supreme Commander, BFME, Age of Mythology etc).
This is because simply making more unique factions is way too expensive to justify putting them into the game at launch.

The only actual difference between back then and now is that back then there was no way to properly support game after release and tech changed too quickly to justify sticking with one game. So games were abandoned instead of expanding them to reach their true potential.

Now devs can properly expand their games with dlcs and updates over the years to include everything. A much, much better solution than to scrap everything and start again just to again not put everything into the game, because you have to start from scratch to make sequel already. What am utter waste of time, money and resources to reinvent the wheel.

Also Chaos is really not important. It wasn't even launch Rogue Trader faction. And with DoW, it was only in base game of a first game. That makes 3 DoW games without Chaos at launch now.

40K just turns devs into retards. Fatshark is releasing a helldivers-lite mode in Darktide tomorrow instead of a Chaos wastes port(the thing literally every player has been asking for). DoW2's skirmishes are bad because Relic didn't feel the need to develop an AI that knew how to do anything other than cap points, use their infinite vision to avoid your troops to ninja cap points, and sacrifice troops trying and failing to cap points under fire. The AI literally doesn't even try to fight you or otherwise play the game.

The Ork Stronghold is oddly more difficult than the IG or Chaos stronghold missions in Dark Crusade. I suppose it has everything to do with there being a near constant stream of Orks barreling towards your location. Though FUCK the Eldar stronghold. Get up to the 3 strategic points after fighting tooth and nail and dealing with near constant harassment...and the fuckers are holed up in a nigh impenetrable fortress with 6+ Fire Prisms so I have to do the stupid 10 minute wait. Fuck Space Elves, fuck them so hard.

Orkz Stronghold is piss easy with stealth or high end tanks. Just roll through and blast the boss totems while hitting nothing else, the Ork attacks stop and they all kill each other for you. Tau Stealthsuits, Imperial Guard Basilisk heavy shell, Chaos/Loyal predator tanks with Lascannons, Eldar Fire Prisms, Necron heavy destroyers...just fly around the map blowing those few buildings up and they can't kill you before you ruin them.

Eldar final defense is annoying but 90% focused on the center critical point. Slap all your heavy guns there, keep a few side forces to the left and right and it's easy. The map even gives you bonus tanks and forces when you clear the Ork and Chaos bases, makes it easy for the final push.

But man FUCK the fucking Tau stronghold. Hammerheads and a fucking Greater Gnarloc charging your base every 3 minutes? Fuck me sideways that is too much firepower, and their paths are dotted with stealth suits and endless Kroot forces so you just drown in firepower if you ever leave your base. It takes forever and a day to fight your way through it all, you need to go to such roundabout nonsense to jump/teleport your forces through the arena the take out the buildings that spawn those enemy attack waves. I would fight the Eldar stronghold 3 times over before I have to play the Tau stronghold even once.

Necrons are by far the hardest for me because their initial attack wave is absurdly strong, you pretty much need a huge honorguard just to survive the first five minutes

I mean you can go full ranged with psyker magic, or certain veteran builds are extremely ammo efficient. Much more freely than in vermintide. Plus with the large amount of ranged enemies you'll either be using ranged way more or rushing them down to melee them. Basically what I'm trying to say is even though melee is the selling point, you will be using guns a lot more than in vermintide.

I already beat the game as Necrons, and that was boring as fuck. Infantry and a super heavy that moves slower than most units do while stunned is something that makes what should be a simple thing be incredibly boring. Most of the time my general strategy was waves of Warriors backed by immortals or heavy destroyers with the occasional wraith for detection or for soaking damage with their invulnerability. They made the Tau stronghold easier, simply because no amount of stealth stops the robotic ghost skeleton from ripping your asshole apart. It was also funny as fuck watching 3 wraiths keep the Greater Knarloc busy cycling invul periods so the immortals and H Destroyers could kill it.
