Would they have a chance against republic era or the Empire when half the galaxy is force users with high technology

all of the technology is basically the same in Star Wars despite the thousand year gap. The only advantage the Rakatans would have is if they had access to the star forge which would allow them to pump out ships, droids, weapons etc. really quickly.

Rakatan Hyperdrive was powered by the Force and could only travel to planets that were strong in the Force, ie either the planet was a natural font of the Force or it was rich in life. It couldn't be used to go just anywhere like regular hyperdrive. So it was never close to being "the entire galaxy".

The only advantage they ever had was their Force powered technology boosting them up the tech-tree ahead of their contemporaries. On a more equal footing they'd probably lose when people figured out how to identify and isolate Force Sensitives so they couldn't be used as ship fuel.
