On a baseline level within the engine, metric fuck tons of triggers, variables and eventing or common events that overlay everything. On a code level, as >>735108729 put it there's also custom programming script available that's become more and more standardized instead of its own proprietary shit, so in theory you can do just about anything in RPG Maker now.

Random examples, but yeah, the big thing that holds RPG Maker back for most projects is literally the artistry; it's damn hard to do art, sounds and music for your own stuff, so good luck actually seeing games diversify themselves when the engine comes with freeware assets readily available.

RPG maker is probably the fastest way to turn an idea into a playable game, the generic assets are at least bearable, and there's an infinite amount of royalty free shit to use on top of that.
