Ideally on top of that you'd increase lv4 charge time and trim slipstream range to 50-70% to keep everyone from spending the entire race in a clump. I saw almost no surfers going through silver or gold that had any more success than other builds. That doesn't mean it is fair for that top 6% but it does mean it is disingenuous to act like it lets you use god mode and ignore the game when it reality the people who use it well are simply just good at the game.
