The team had already made Mario 64 and OoT before this, so they were skilled with the tools they got.Remember: this was the era when AAA games taking TWO YEARS was considered lengthy. Resident Evil 2 shipped just two years after RE1, and that was AFTER they cancelled the original "RE1.5" version that was 75% finished in 1997. And afterwards, we got RE3 in just one year, Code Veronica the next year, and REmake 1 just couple more years down the line afterwards.
