The game is much smaller in scale than Ocarina of Time too. Only 4 dungeons and a small overworld.

By not fiddling with their fingers, and actually DID something.

They had the game's engine and most of the logic ready to go. They had craptons of assets ready to go. The team had already made Mario 64 and OoT before this, so they were skilled with the tools they got.

Remember: this was the era when AAA games taking TWO YEARS was considered lengthy. Resident Evil 2 shipped just two years after RE1, and that was AFTER they cancelled the original "RE1.5" version that was 75% finished in 1997. And afterwards, we got RE3 in just one year, Code Veronica the next year, and REmake 1 just couple more years down the line afterwards.
