Poor optimization in 90% of games manifests either as overly heavy CPU load, or unavoidable engine stutter that always happens regardless of hardware. These are things DLSS upscaling cannot help with or change in any way. Properly optimized games are CPU-light and GPU-heavy, and DLSS upscaling works well in those games. Go look at the list of games considered well-optimized and games considered poorly-optimized and you'll see people get a lot more mileage out of DLSS in the former list of games.
