In my case, I thought about a game where the characters are generic and, as you develop their stats and spend time with them, the character will adopt a personality and backstory out of a ton of pre-made ones so they feel fleshed out, with personalities/backstories being more likely to get chosen than others based on stats, things that happen to that npc in game,etc. I thought of it as a way to fix how your units in games like XCOM never stop being anything more than mindless empty puppets you don't know anything about or establish any connection with beyond seeing them kill stuff in game.
