My headcannon is that Infinite got infused with phantom-ruby illusion power, but that power was too weak to be useful until he got the lenses.

But at a different point in the game, Tails says Eggman literally created Infinite, which totally contradicts the DLC.Also the final time you see him, it's presented as if his body was just a projection made by the Phantom Ruby, that disappears when Eggman calls the Ruby back to him. So it's kind of weird he exists independently from the Ruby at all.
