The decision to use cartridges certainly had an influence on making all 3D all the time more necessary because of the lack of storage.Also, Nintendo relied heavily on first party games, whereas Sony relied almost entirely on third party games. With third party you have an entire array of devs with different approaches to 3D, a lot of them also working on Arcades and having a lot of experience with 3D graphics, so the scene was advancing very rapidly on the PS1. While Nintendo basically had to figure out 3D on their own, in-house, and have it carry the console.
N64 screwed itself over with having extremely small texture buffers. it can only handle 4kb at a time. ps1 had 2kb but it could work around it by seeking the copybacking the ram from disc. n64 had no such copyback feature.
