Yakuza Kiwami would be my example for easy but unfair. Boss fights are annoying and bullshit because they can no-sell your combos and invincibility-frame dodge around or even through you, and you can't cancel your own attack strings in time to guard. The flipside is that they deal piddling damage and you can carry tons of heals you can use from a pause menu. So the fights aren't hard, they're just extremely unfun.

I would only call a game unfair if it doesn't transparently lay out the rules and maintain internal consistency. But I wouldn't call that hard, just poorly designed and annoying.
