Could Cotton have a spot on that list? It's very light on fan service but it is noticeable.Most of the fan service comes from Silk's design, Panorama Cotton even lets you play as her where you get to oggle at her legs for the entire game.Cotton herself doesn't get any fanservice unfortunately, however some of her sprites in Cotton 2/Boomernag lets you see her panties!

Maybe Growlanser 1-4. The character designs are done by a hentai artist, and they all have some light dating sim-ish mechanics along the lines of Persona 3-5.
If you plan to add MMOs you can add games like TERA and Aura Kingdom. There is a lot of them with fanservice.

Because if the criteria is just having a panty shot, or even bikini shots, there are a lot of games that suddenly fit. If there are no panty shots, but there are great boob physics and/or there is a character that shows cleavage alot, would that count? Etc etc. The way to tackle that would probably be a rating system like "low amount of fanservice, bikinis only" or "decent amount but only on specific characters who wear lewd outfits" or "high amount, lots of boob jiggling and panty shots", stuff like that. But that would be a monsterous amount of work.3) Going even more into above, how do you handle games that get censored? Like the original release has panty shots, but the west release has black void. Do you have a marker to indicate as such and/or say which versions have the fanservice?I dont want to disuade you, and something is better than nkthing. But this sounds like a multi-person project of like minded individuals, rather than a solo thing, unless it has very strict boundaries/thresholds
