The power gap between player levels is so fucking huge that anything below 60 feels completely worthless, which causes trickle-down effects. Players have a bigger incentive to rush to 60 instead of enjoying the leveling experience. Lower level players could actually enjoy world pvp by having these moments where an entire zone gangs up on a level 60 ganker that's been griefing a questing hub, or outskilling a higher level opponent and turning the tables on them when they thought they could get an easy kill because they're 5 levels higher.
