It very pointedly tries to keep you from powergaming through it as a almost all of the key tasks in each area are time-locked to the next real-world day. It wants you to take your time. It's more like Builders 1 over 2 in that it isn't constantly throwing mini building quests at you, instead wanting you to raise the town level at your own pace with your own personal spin on how shit should look, and very specifically in the "this is an alternate timeline bad-end where everything went to shit" or at least as much as it can be for a fucking Pokemon game. It actually has a somewhat fleshed out plot in all the little notes you can find and it paints a pretty bleak picture, at least for Tangrowth and Ditto's trainers.

This game is really good. The first few days playing I was sort of convinced it would be high up on goty lists. Haven't finished the story yet but I'm 30-ish hours in and taking my time, there's a lot to do if you want to.
